Abstract
This consultation document sets out the proposed approach for Ireland’s Marine Research and Innovation Strategy for the period 2016–2021. Prepared by the Marine Institute as part of the development of a new national marine research and innovation strategy, the document invites stakeholder feedback on research themes, research capability, funding instruments and the roles of national research actors. It identifies 15 cross-sectoral marine research themes, grouped under the three goals of Harnessing Our Ocean Wealth: a thriving maritime economy, healthy marine ecosystems and engagement with the sea. The document introduces a research capability maturity model based on human capacity, infrastructure, and networks and relationships, and proposes targeted funding approaches to strengthen each theme. It also outlines the roles of research funders, development agencies and the Marine Institute in supporting a coordinated national marine research system. Overall, the document provides the basis for consultation on how Ireland should develop marine research capacity, align funding with policy needs and support sustainable economic, environmental and societal outcomes.
