Abstract
This background analysis document was prepared to inform the development of the National Marine Research & Innovation Strategy 2021. It brings together a series of discussion papers examining the policy drivers, sectoral needs, research capabilities and funding requirements relevant to Ireland’s marine research and innovation system. The document reviews national and European policy contexts, including Harnessing Our Ocean Wealth, Innovation 2020, Enterprise 2025, the EU Integrated Maritime Policy and the Atlantic Action Plan. It assesses research themes under three broad goals: a thriving maritime economy, healthy marine ecosystems and engagement with the sea. Topics include bioresources, advanced technologies, subsea resources, renewable energy, tourism, transport, security and surveillance, biodiversity, litter, climate change, ocean observation, ocean literacy, integrated policy and governance, spatial technologies and engineering. Overall, the document provides an evidence base for identifying research gaps, strengthening national marine research capacity and aligning future funding with Ireland’s economic, environmental and societal priorities.
