Abstract: This report, the first of its kind commissioned in Ireland, explains why national administrations responsible for marine environmental protection, and those who monitor the sea and its resources, need to consider carefully the choice of marine environmental indicators. This is because our understanding of the health of the oceans comes almost entirely from monitoring patterns and trends in particular marine features, according to the indicators selected. It is therefore evident that indicators are also important instruments of marine policy formulation and review.
